Project Description

Technical and Management Support Services” for the SWACHCHHATA Project funded by United States Agency for International Development (USAID). SIDEF provided the services for Feasibility Study, Detailed Survey, Design and Construction Supervision of WASH Infrastructure in 80 Health Facilities for Rukum, Salyan, Jajarkot and Dolpa districts.

The infrastructure activity included Water Supply Systems with intake (new as well as rehabilitation works: Main Supply Line – 143.68 Km, Branch Line – 38.72 Km, Reservoir Tanks – 180 Nos., Water Treatment/Chlorination Units – 180, including pressure regulating structures and in-house water supply line and sanitary fittings), Sanitation Systems (180 Disabled-friendly Toilets Blocks with on-site Wastewater Management, Handwashing Stations), retaining Walls and 80 on-site Healthcare Waste Disposal Facilities (Burial Pits & Placenta Pits). Design and construction of the infrastructure schemes were accompanied by participatory and inclusive stakeholder process and capacity building, quality assurance, environmental protection, financial transparency, and documentation to fulfill the donor requirements. The consultant provided the Human Resources and Equipment needed for the design, implementation, monitoring and post construction support of all construction activities under its scope of works.

Services

  • Carried out first dialogue together with respective HFOMCs and local government and collected baseline information from all HCFs.
  • Based on field data analysis, conducted second dialogue with formal interactions with stakeholders and ensured participation and commitment at all stages of project activities including review field findings
  • Conducted technical and social feasibility study of proposed HCFs, ensuring local participation, and obtain commitment from HFOMC for the upfront cash contribution for construction and operation and maintenance.
  • Conduct environmental assessment of proposed sub-project and preparation of site-specific Environmental Management Plan (EMP) together with HFOMC.
  • Carried out detail engineering survey and design, preparation of bill of quantities based on district rates, and engineering drawing, preparation of procurement list of required construction materials, preparation of contract documents, support contract process of the sub-projects.
  • Support the project and local stakeholders in procuring of both non-local/local construction materials required for construction. SIDEF also supported HFOMC in finding skill labor and other construction workers.
  • Lay-out of schemes, construction supervision, quality control, valuation of construction works and bill preparation. Ensure that quality specifications and standards are met.
  • Monitor construction activities, quality assurance, follow up on environmental protection measures, assuring financial transparency and preparation of periodic reports for construction.
  • Capacitate local stakeholders, site supervisors, record keepers, village maintenance workers and construction workers for management of construction work.
  • Development of guidelines for Standards Operating Procedure (SOPs) for operation and maintenance of sub-projects.
  • Prepare training modules including IEC material and conduct training to HFOMC on Standard Operating Procedures (SOPs), and Village Maintenance Workers (VMWs) trainings.
  • Development of O&M Plan for the sub-projects and post construction monitoring/support activities for sustainability of completed schemes.
  • Play bridge role between HHA and HFOMC for the installment payment of construction work and facilitate HFOMC to distribute wages to workers in a transparent manner.
  • Facilitate HFOMC to organize public audits and reporting to donor.
