Sustainable Infrastructure Development Foundation (SIDeF) was established as a civil engineering consultancy firm in 1994 now registered as SIDEF Consultants Private Limited. Its directors Hare Ram Shrestha and Govind Narayan Mallik were previously employed by GTZ as Team Members/Road Engineers in Dhading Development Project (DDP/GTZ) since May 1988.
Two roads in Dhading district supported by DDP/GTZ adopted the following basic principles like labour-based, environment-friendly, and participatory construction techniques. The roads constructed in Dhading district were later popularly named as "Green Roads" and the approach of construction by following the aforementioned principles was named as the "Green Road Concept". This approach of road construction received wide recognition and reputation. Many donors and INGOs found it appropriate for Nepal and other places having similar mountainous topography. With increasing popularity of the approach, it was felt to diversify the experience gained in the DDP. With this view, SIDeF was established in 1994. Since 1994 SIDeF is actively working as infrastructure consultant for various organizations.
SIDeF was involved in replication of this participatory, environment-friendly, road building approach in Makwanpur district of Nepal with the assistance of PLAN International and in Gorkha and Sankhuwasabha districts with the assistance of GTZ. It also executed community-based infrastructure development projects (comprising rural roads, trails, irrigation schemes, river training & agro - forestry) in Parbat, Baglung, Surkhet, Dailekh, Pyuthan, Mugu and Kalikot districts under the Rural Community Infrastructure Works (RCIW) Programme (WFP/GTZ/HMG). SIDeF is also involved in training activities on slope stabilisation, bioengineering techniques and environment friendly road construction and maintenance for various projects in Nepal as well as for the participants from Bhutan and the Phillipines.
SIDeF has also been engaged in the transport planning and formulation of rural development programme in more than 15 districts of Nepal with several donors like EU, GTZ, SDC/Helvetas, WFP, World Bank, ADB, DFID etc. in coordination with governmental agencies and local bodies. SIDeF’s senior professional was engaged as Training Co-ordinator for the Bioengineering Training provided to the engineers and overseers of the DoR, Consultants and Contractors working in bio–engineering sector, especially for the GEU with the assistance of DFID. SIDeF professionals have successfully carried out project assessment of several projects including roads and bridges.
SIDeF has established a Geographic Information System (GIS) unit to provide the services in the field of preparation, digitisation, analysis and interpretation of maps and is planned to establish the GPS (Global Positioning System) based survey unit. SIDeF has completed the digitization of 3 layers (land use, land system and land capability) of 20 PDDP districts. SIDeF prepared the digital database of both biophysical and socio-economic layer of selected pocket area of 10 VDCs of Sindhupalchowk district and digitization of data of eight districts for LGP/UNDP, in which 14 layers of biographical data was digitised. GIS based tools have been widely applied in preparation of transport masterplans.
With the passage of time, SIDeF has diversified its field of activities in planning, design and construction supervision of major engineering projects in the field of highways/feeder roads, urban water supply projects, irrigation projects, urban development projects, river diversion projects and many others.
SIDeF has completed survey, design, environmental study, and construction supervision of more than 1,500 kilometres of strategic roads in Nepal including Surkhet – Jumla Highway and seven feeder roads. It completed planning, design and supervision of water supply, sewerage, urban transport and other urban development activities under ADB funded Urban Environment Improvement Project in Hetauda and Dhulikhel towns and city water supply projects in Ghorahi and Tulsipur towns under STWSSSP. It is also involved in design of water supply schemes in several towns under World Bank financed Co-financing Project.
SIDeF has been involved in national priority water resources projects in the field of irrigation and river diversion. It completed Community Irrigation Project in 12 mid-western/far-western districts with total command area more than 7,500 Hectares. It has been involved in project support services of WRMP and design of irrigation sub-projects in Medium Irrigation Project under Department of Irrigation. Currently, it is involved in design review and construction supervision of 12-Kilometre-long tunnel for river diversion in Bheri Babai Diversion Multipurpose Project in western Nepal.
SIDeF has completed design and supervision of transportation improvement works (city core area pavement and walk-way improvement) in Kathmandu City under ADB financed Kathmandu Sustainable Urban Transport Project.
